August 2013: Brigadier General Tolley joins NSAWW after a long and distinguished career with the United States Army where he reached the rank of Brigadier General. He brings over 29 years of experience serving our country and retired in 2012. Brig. Gen. Tolley brings extensive executive management experience in the fields of science and technology to our team. Prior to retiring, Brig. Gen. Tolley served as the Commanding General of the Special Operations Command in Korea. There, he spear-headed the revamping and formulation of conventional and compartmented plans and executed a multi-million dollar budget from various funding streams.
Before his time in Korea, Brig. Gen. Tolley served in Djibouti, Africa as the Commander Special Operations Command and Control Element. He steered the coordination, execution, and oversight of all special operations missions in seven countries on the Horn of Africa commanding US Army, Navy, Air Force, and Marine SOF, interagency and coalition forces to enhance the readiness of selected host nation counter terrorism forces.
Brig. Gen. Tolley also has extensive experience as a rocket scientist at Lockheed Martin Corporation where he served as the Systems Integration and Test Manager and also as the Staff Systems Engineer.
From his service in the U.S. military, Brig. Gen. Tolley was awarded the Distinguished Service Medal, the Defense Superior Service Medal, Bronze Star Medal, Defense Meritorious Service Medal with three Bronze Oak Leaf Clusters and the Meritorious Service Medal with two Bronze Oak Leaf Clusters, among many others.
Brig. Gen Tolley holds a BS in Engineering Mechanics from the United States Military Academy and a Masters of Science in Health Sciences, Emergency and Disaster Management. He also holds a Master of Strategic Studies.
