NSAWW Welcomes Stanley R. Schneider to Board of Advisors

November 2013: Mr. Schneider joins NSAWW after a distinguished career at National Aeronautics and Space Administration and the National Oceanic and Atmospheric Administration.

Most recently, Mr. Schneider was the Director of Advanced Technology and Plans at a multi-billion Presidentially Directed Tri-Agency (NASA, NOAA and Department of Defense) system consisting of earth orbiting satellites, communications, data processing, and product generation systems. As Director, Mr. Schneider led the infusion of new technologies to cost effectively enhance the capability to fulfill both operational requirements and satisfy science and research objectives. Prior to this position at NASA, Mr. Schneider was the NASA Headquarters Program Manager for Earth Science Mission Operations and Data Analysis. In this role, Mr. Schneider assured the safe and continued operations of NASA earth observation satellite missions, shuttle missions, and managing large scale data programs. Mr. Schneider worked closely with the White House and Congressional Staff on many issues and received a letter of commendation from the President’s Science Advisor.

NSAWW Welcomes Shaun M. Murphy to Board of Advisors

October 2013: Mr. Murphy joins NSAWW after a distinguished career at the Central Intelligence Agency where he held many senior positions throughout the Middle East, Asia, and Sub Saharan & North Africa.

Mr. Murphy’s last served at the CIA’s National Clandestine Service as the Chief of Station in Afghanistan, where he managed a large station in a war zone and directed integrated partner operations. Prior to this, Mr. Murphy worked in the Counter Proliferation Center as the Chief and then Director, focusing on the Middle East and Asia. In the former position, Mr. Murphy led more than twenty-five U.S. Government entities, as well as foreign partners, to counter proliferation capabilities against multiple threats including Weapons of Mass Destruction.

NSAWW Welcomes Mr. Art Koines to Board of Advisors

October 2013: Mr. Koines joins NSAWW after more than a three-decade career in environmental science and policy. Prior to joining NSAWW, Mr. Koines capped his distinguished career at the Environmental Protection Agency in the agency’s Office of Environmental Information. From 2005-2011, Mr. Koines served as Senior Advisor to OEI’s political leadership. He led its Big Decisions initiative, which assessed the likely adverse effects of incomplete information on the quality of major regulatory decisions confronting the EPA.  He also led and authored the Agency’s Information Access Strategy program which recommended changes affording better public access to environmental information. Mr. Koines managed the National Dialogue on Access to Environmental Information, a six-month outreach effort to over one thousand EPA stakeholders to support the development of Information Access Strategy.   As the Senior Advisor to the Office of Technology Operations and Planning from 2001-2004, Mr. Koines developed a Balanced Scorecard to address weaknesses in agency-wide IT services.

NSAWW Welcomes Ms. Cathy Day Handford to Board of Advisors

September 2013: Ms. Handford joins NSAWW after a distinguished career in business strategy, analysis and strategic planning. She is widely acknowledged as an expert in the fields of market campaign and capture development, cybersecurity, intelligence and C4ISR programs.

Ms. Handford spent a decade at Northrop Grumman where she served in various management roles including Sector Director for Cyber Initiatives, Corporate Director of Business Development Strategy and Division Director, Strategic Development, Intelligence Systems. She led the daily operations of the Cyber Initiatives group, coordinating the exchange of knowledge between various sectors and developing corporate strategy in both the domestic and international markets. Ms. Handford was also successful in providing comprehensive strategic support and assistance to nine mission area strategy teams, including Cyber, GeoINT, Special Access, Agile SIGINT, Airborne ISR, Integrated Intelligence, Irregular Warfare, Ground Systems and Space Superiority. She worked directly with strategy leads to develop market and business strategies and executive presentations that facilitated each team's ability to achieve internal goals. At Northrop Grumman she was honored with a nomination for the company's Chairman Award for Excellence.

NSAWW Welcomes Brigadier General Neil H. Tolley to Board of Advisors

August 2013: Brigadier General Tolley joins NSAWW after a long and distinguished career with the United States Army where he reached the rank of Brigadier General. He brings over 29 years of experience serving our country and retired in 2012.  Brig. Gen. Tolley brings extensive executive management experience in the fields of science and technology to our team. Prior to retiring, Brig. Gen. Tolley served as the Commanding General of the Special Operations Command in Korea. There, he spear-headed the revamping and formulation of conventional and compartmented plans and executed a multi-million dollar budget from various funding streams.

Before his time in Korea, Brig. Gen. Tolley served in Djibouti, Africa as the Commander Special Operations Command and Control Element. He steered the coordination, execution, and oversight of all special operations missions in seven countries on the Horn of Africa commanding US Army, Navy, Air Force, and Marine SOF, interagency and coalition forces to enhance the readiness of selected host nation counter terrorism forces.
